Tracking litter quality
-->Puppy Pamphlet at age 0 raises quality by 0.01-0.05 XPM - seems dependent on litter size, smaller litters get the smaller boost - most litters hit the 0.01/0.02 range, my highest netted multiplier litter gained 0.05 - so health ratings and stat boosts alongside large litter sizes appear to earn the higher ratings.
-->Basic interactions (socializing, bite inhibit, noise desensitizing) raise the XPM by 0.003-0.005 each interaction. With 15 of these interactions (5 days) the XPM is raised by 0.045-0.075 overall.
-->Food does not often raise XPM but there is a random 0.001 increase every once in a while. Does not show up in lower litter sizes.

It appears that breeding at level 20 is the safest way to guarantee over 1.00x XPM - which will allow you to breed earlier in the next generation as they will level faster
With interactions - breeding around level 10+ seems to be manageable. Test lvl 11x12 with low health ratings hit 1.0 by day 3.
Some people I've heard breed at level 5 after registration - but more research needs to be done before I see how they get over 1.00x XPM
